Wiser is a Ty Beanie Baby owl introduced in 1999. Collector note: Graduation owl (class of 1999). The earliest swing tag a 1999 release can legitimately carry is a 5th generation tag; later generations are normal on a beanie that stayed in production, while an earlier one means a swapped tag or a fake.
